Operação 'Nota Zero' desarticula organização especializada em fraudar licitações em MS

A Polícia cumpre 12 Mandados de Busca e Apreensão na Capital e na Secretaria de Estado e Educação

A Operação Nota Zero foi deflagrada na manhã desta quarta-feira (8), pela PF (Polícia Federal), com apoio técnico da CGU (Controladoria Geral da União), com objetivo de desarticular organização criminosa especializada em fraudar licitações na construção e reforma de escolas estaduais, no âmbito da SED/MS (Secretaria de Estado de Educação do Mato Grosso do Sul).

De acordo com a Polícia Federal, a investigação apura fraudes em contratos firmados pela SED/MS e empresas de construção civil, bem como colhe maiores elementos de prova da prática de crimes de corrução passiva e ativa, peculato e organização criminosa, entre outros. A intenção é demonstrar a existência de um grupo de empresas previamente escolhidas para vencer as licitações, obstando a participação de empresas idôneas que não participam do teatro criminoso, e que estabelecem um rodízio nos certames dentro da Secretaria.

Nesta fase, serão analisados os materiais apreendidos nas buscas e apreensões, cotejando-os com as fiscalizações já realizadas e exames periciais confeccionados, além de delimitar eventuais diligências a fim de permitir a conclusão do procedimento policial.

A investigação já constatou a prática ilícita envolvendo oito processos licitatórios abertos pela SED/MS, sendo uma Concorrência no valor de R$ 2.285.941,45 e outras sete Tomadas de Preços, que totalizam R$ 7.347.785,17. Deverão ser identificados, durante a investigação, os valores correspondentes às fraudes e as propinas pagas a integrantes da organização criminosa.

A Polícia cumpre 12 Mandados de Busca e Apreensão em Campo Grande/MS, inclusive na SED/MS, expedidos pelo Juízo da 5ª Vara Federal, após manifestação do Ministério Público Federal. Mais de 55 Policiais Federais e oito servidores da CGU participam da operação.

O nome “Nota Zero” foi escolhido em alusão ao fato de as fraudes serem praticadas em licitações para a construção e reforma de Escolas Estaduais no Estado.
